Zanzibar Muslim Women Aids Support Organization (ZAMWASO) is a Non-Profit and Non- Governmental Organization registered in 2001. The Organization is dedicated to support the wellbeing of orphans and Vulnerable Children (OVC) and youth in high HIV burden community through improved community health and education. With direct support from Deloitte Consulting, ZAMWASO will be implementing 4 years USAID Kizazi Hodari (Brave Generation) Southern Zone Project in Mjini District-Unguja from 2023-2027.
The overall goal of the project is to improve the health, well-being, and protection of OVC and youth age 0-17 years in high HIV burden communities. The project will be implemented in collaboration with Government social welfare and health systems and structures, Clinical and Community implementing partners (IP) and other stakeholders to deliver comprehensive services that aim to keep all OVC sub-populations healthy, safe, schooled, and stable.
In line with USAID Kizazi Hodari (Brave Generation) Southern Zone Project’s objectives, growth and sustainability, ZAMWASO seeking for competent, experienced, dynamic, creative and qualified candidates to fill the position with below respective criteria.
Title: Project Accountant (PA)
Reporting to: Program Manager
Location: Unguja, Zanzibar.
Contract Duration: 12months (Renewable)
Position Summary:
Project Accountant is an important position for implementing USAID Kizazi Hodari (Brave Generation) Southern Zone project with an overall objective of providing financial support and guidance through working under the overall direction of Project Manager and under strict monitoring of ZAMWASO Executive Director and in collaboration with project technical staffs.
Project Accountant is responsible to plan, design and co-ordinate the implementation of sound accounting, financial management, control systems and procedures for all operational areas, facilitate the maintenance of accurate, up to date financial and accounting records for effective and smooth running of all USAID Kizazi Hodari(Brave Generation) Southern Zone Project implementation and decision-making.
Roles & Responsibilities:
- Assist the Project Manager in coordinating and supervising all the financial functions of the Organization programs and projects. This shall include the timely preparation and submission of all program financial and accounting reports and documents including cash books, payment vouchers, bank reconciliation statements, budget compliance reports and any other financial reports that may be required by donors and to submit such reports in compliance with the reporting requirements of the donors project
- Ensure all expenses are within assigned project budget and verify the completeness of all required supporting documentation for all payments vouchers;
- Prepare payments, bank transfers and do the bank transactions
- Produce periodic financial reports and other financial documents for the management of the ZAMWASO programs in accordance with the prevailing ZAMWASO and/or Donor policies and procedures.
- Ensure timely and accurate monthly and annual (Fiscal year) closure of accounts, including bank reconciliation, and submit reports to the program manager as per prescribed deadlines.
- Prepare staff payroll administrations, including fringe benefit computations.
- Assist the Grant Officer/Program Officer in reviewing budget proposals of grantees and sub-contractors
- Ensure proper and complete documentation and filing physically and through quick-book system and one drive for easy retrieval of all accounting related documents.
- Cross-checking financial statements and data accuracy
- Advise management on the formulation, review and implementation of financial policies that enhance the financial viability, effective cost management and optimized resource mobilization and utilization.
- Implement the existing internal financial controls of the organization and the project as well as to advise the management if additional controls are required.
- Be proactive in the development and implementation of sound accounting and financial management systems and procedures for the organization based on standard accounting principles.
- Coordinate all project finances in the preparation, implementation and control of the annual and any supplementary budgets of the organization
- Ensure compliance with the procurement policies and guidelines of the organization requirements
- Maintain an up to date register of the assets and stores of the organization and to ensure proper accountability of the same including proper use and custody of the properties of the organization such as consumable office items and fuel to motor cycles.
- Ensure that the recommendations made or issues raised by the internal and external auditors are implemented or addressed without delay.
- Cooperate with external auditors to ensure that within three months of the end of each financial year, draft accounts of the preceding financial year are submitted for audit.
- Provides proposals and recommendations on necessary improvements on workflow.
Minimum required Qualifications, Experience and Skills Education:
Education:
- Bachelor’s degree in Accounting, Finance or related field.
- A Master degree in the above-mentioned fields will be an added advantage.
Skills:
- Excellent written and oral communication skills in English and Swahili.
- Ability and willingness to work flexible hours as needed without constantly or close supervision.
- Negotiation skills that demonstrate ability to collaborate coordinate with a range of stakeholders and complex priorities.
- Excellent knowledge and experience with Quick book.
- Working knowledge of tax laws and Strong financial analysis
- Strong organizational and stress management
- Ability to handle high volume of work.
Experience:
- At least two (2) years’ experiences in finance or accountant position with an organization in public health or OVC programming.
- Experience implementing program and donor regulations, systems, and
- Experience in an Appreciative Inquiry (AI) approach in development and social
