Job Purpose:
The purpose of a Monitoring and Evaluation (M&E) Officer role is to ensure that programs, projects, and initiatives are effectively planned, implemented, and assessed to achieve desired outcomes and impacts. The role is critical in providing systematic and objective assessments of how well these efforts are performing and how they can be improved.
Expected Key achievement
The MEL Officer at Ubongo plays a crucial role in ensuring that the organization’s educational interventions are impactful, efficient, and continuously improved based on evidence and learning. The key achievement for a Monitoring, Evaluation, and Learning (MEL) Officer at Ubongo would be demonstrating the significant impact and effectiveness of Ubongo’s educational programs and content. This involves successfully completing several specific tasks::
RESPONSIBILITIES:
- Monitoring: In collaboration with the Ubongo MEL Manager:
- Regularly collect data on program activities, outputs, and outcomes.
- Monitor program implementation against set targets.
- Identify early warning signs and recommend corrective actions.
- Create surveys, questionnaires, and other data collection instruments.
- Oversee or conduct data collection activities, including surveys, interviews, focus groups, and observations.
- Analyze quantitative and qualitative data to assess program performance and outcomes.
Impact Evaluation:
- Support periodic evaluations (baseline, mid-term, end-line) to assess program impact.
- Collaborate with external evaluators if needed.
- Develop evaluation frameworks and reports to inform program adjustments.
Learning:
- Promote a culture of learning within Ubongo.
- Facilitate reflection sessions, learning events, and knowledge sharing.
- Document lessons learned and best practices.
Reporting:
- Develop detailed reports and presentations summarizing findings, insights, and recommendations.
- Capture lessons learned and best practices to inform future programs and strategies.
- Support packaging and dissemination of findings for internal and external use.
Stakeholder Engagement:
- Work closely with the user research team, program managers, content creators, and other stakeholders to ensure alignment and effective implementation of MEL activities.
- Coordinate with external partners, funders, and other stakeholders to share findings and integrate feedback.
- Foster a culture of continuous learning and improvement within the organization.
REQUIREMENTS:KNOWLEDGE, EXPERIENCE and QUALIFICATIONS ESSENTIALS:
- Bachelor’s or master’s degree in a relevant field (e.g., education media programs, social sciences, statistics, international development).
- At Least 3 years MEL experience. Certification in Results Based Management (RBM) preferred
- Proven experience in qualitative and quantitative data collection methods, competence in statistical analysis programmes (spss,stata etc),
- Proven experience in working with external research institutions,
- Experience in education research and evaluation techniques.
- Experience in education and /or media related research /MEL is preferred.
- Strong analytical skills.
- Proficiency in data management tools (e.g., Excel, databases).
- Excellent communication and report-writing skills.
- Ability to work collaboratively with diverse teams.
- Curious, adaptable, and committed to learning and improvement.
