Job Brief:

Lutheran World Relief is seeking to recruit a Database/ Geographic Information Software (GIS) Specialist for a five-year USDA project that is designed to develop and transform small and medium enterprise (SMEs) poultry value chain into sustainable commercial business in Tanzania. The project will strengthen the feed sector through incorporating appropriate production technologies; Improved animal health management practices; Capacity building in agricultural finance services; and strengthen the extension and service providers in Mbeya, Iringa, Songwe and Rukwa. The position will be based in Mbeya, Tanzania and will report to the Monitoring, Evaluation and Learning (MEL) Lead.

Position Summary:

The Database/ GIS Specialist will be working as part of the MEL team on project reporting efforts by carrying out, and ensuring quality and timely, real-time data collection, ensuring data entries are collected, verified, validated and reported to the MEL team and Chief of Party & Deputy Chief of Party.

S/he will serve as the focal point for the development and use of data management tools and practices for collecting, analyzing, visualizing, and disseminating information through Information Communication and Technology (ICT). S/he will be responsible for working with the MEL Lead and team to design or customize, set up, deploy, update, and maintain data management platforms (collection, consolidation, validation processes, approval and drafting of reports); and support platform users.

Additionally, s/he will ensure that the project databases and platforms for collecting and disseminating information and knowledge are made up of dynamic content and of high technical quality, processes and content, allowing for the collection, consolidation, validation and reporting of data. The data collected is then compiled on a “cloud” platform to be accessible to project managers through databases and dashboards.

Responsibilities:

  • Analyze data, create reports, and visualizations for data-driven decision making in line with the requirements as specified in the Performance Management Plan (PMP) and Evaluation Plan. This would require identifying emerging trends and insights that will support strategic program decisions.
  • Monitor and maintain data quality, ensuring accuracy, timeliness, completeness, and consistency of data while strictly adhering to security and privacy standards to protect sensitive information.
  • Support MEL Lead in providing guidance and training on the implementation and effective use of M&E tools for staff and partners.
  • Contribute to the development of data collection tools, data analysis plans, and a results monitoring framework in line with the project’s results framework.
  • Ensure and follow the Corus’ Monitoring, Evaluation, Research and Learning (MERL) policy while designing and implementing MEL activities.
  • Analyze data using a variety of statistical software (STATA, SPSS, R), qualitative data analysis software (Atlas-ti, NVivo), and visualization software (PowerBI, ArcGIS for spatial information).
  • In close collaboration with the MEL Lead, produce and provide data reports and information on the project for reporting results, both internal and external reports, such as annual work plans, project performance monitoring plan, monthly, quarterly, and semi-annual reports, etc.), tracking key indicators and identifying trends and insights that may be used for further evaluation.
  • Monitor, evaluate, and distill lessons learned from project implementation.
  • Support the MEL Lead in ensuring all project activities adhere to national technical norms and standards and that best practices and approaches are well documented and highlighted throughout project implementation.
  • Provide technical support and training on the use, collection, and data analysis of M&E collection software/tools which may include ICT equipment (smartphones/chargers, computers) and software (applications for smartphones or computers) for staff, internal and external partners to support and improve monitoring, analysis and reporting of results.
  • Provide technical support and training to partners in implementing M&E activities, communicating monitoring results and recommendations, and identifying additional information needs.

Supervisory:

Education & Experience:

  • Bachelor of Science (BSc) in statistics, information technology programming, computer science or other relevant field.
  • Experience working in a fast-paced environment that is responsive to the project’s needs and deliverables.
  • Minimum 3 years of experience in data analysis, data management and reporting, preferably on a large donor funded project related to livestock/agriculture. Preferred demonstrated experience in Development and Poultry sectors.
  • Proven experience working with donors, NGOs, communities, and local authorities.
  • Demonstrated experience in the design, implementation, monitoring, evaluation, accountability, and learning of agriculture and humanitarian assistance programming.
  • Experience managing service providers and ensuring timely delivery of high-quality deliverables desired.

  • Strong working knowledge of current Microsoft Office including proficiency in Microsoft Word, Excel, Outlook, PowerPoint, Teams, and SharePoint , computer hardware, data management software and mobile phone applications; Experience with data collection and analysis software and knowledge management of mobile platforms; and Experience with quantitative and qualitative data analysis software, (SPSS, STATA, NVivo, etc.), PowerBI, GIS, and ODK compliant software apps.
  • Strong ability to work in a multicultural team and located in different offices/ environments (at local and international levels).
  • Ability to learn new tasks, comprehend and complete tasks independently, effectively communicate verbally and in writing, demonstrate proficiency in using computer software to perform assigned tasks.

Working Conditions, Travel and Environment:

  • The duties of the job require regular attendance of at least 5 days/week, up to 40 hours. The employee must be available to work outside normal office hours or on weekends as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
  • If applicable, must have authorization to work in the country of assignment.
