Job Title: Call for Proposals for Consultancy in Project Writing Training for Local Authorities (LAs) and Civil Society Organizations (CSOs)

Job Description

PIRO in partnership with LVIA and WeWorld is implementing three (3) years (2023-206) project called KIJANI PEMBA – Strengthening Urban Eco-resilience in Chake Chake and Mkoani which is sub-component of the Green and Smart Cities SASA Program funded by European Commission. The overall objective of this project is to contribute to improving the life of poor urban communities through integrated and sustainable community-based spatial development and promoting inclusive and sustainable growth in the Chake Chake and Mkoani areas by increasing urban climate resilience and access to basic services, socio-economic opportunities and decision-making, especially for women and youth.
Through this project we are committed to strengthening the capabilities of Local Authorities (LAs) and
Civil Society Organizations (CSOs) in effective project writing to enhance their ability to secure funding and implement impactful projects. To achieve this, we are seeking an experienced consultant or consultancy firm to deliver a comprehensive training program focused on project proposal writing.

The objective of the Consultancy
The primary objective of this consultancy is to equip participants from LAs and CSOs with the necessary skills and knowledge to write compelling project proposals that can attract funding from various sources, including public, private, and philanthropic organizations.

Scope of Work

The consultant will be required to:
a) Develop a tailored curriculum that addresses the specific needs and challenges faced by LAs and
CSOs related to project proposal writing.
b) Facilitate interactive workshops and training sessions that incorporate best practices in project
writing, including:
i) Identifying funding opportunities
ii) Understanding donor requirements
iii) Crafting compelling narratives
iv) Developing logical frameworks and budgets
v) Monitoring and evaluation planning

c) Create and provide supportive training materials and resources, such as templates, guides, and
example proposals.
d) Develop and implement a mechanism to evaluate the effectiveness of the training and collect
feedback from participants for future improvements.
e) Write and submit training report

Target Audience
The training program will target staff members of LAs and CSOs who are involved in project design,
proposal writing, and fundraising activities.

Expected Deliverables
a) Comprehensive training package including contents (ppt presentation), agenda, materials, and
handouts.
b) Pre- and post-evaluation

c) Follow-up support mechanism (e.g., Q&A; sessions, consultations).
d) Final training report

Qualification & Experience Required

a) Advanced degree or higher in fields such as Public Administration, Development Studies,
Project Management, Social Sciences, or a related discipline.
b) Demonstrated experience in training, coaching, or facilitating workshops targeted at LAs and
CSOs, ideally with a focus on project proposal writing and management.
c) Strong understanding of project lifecycle, design, implementation, monitoring, and evaluation,
particularly in the context of local governance and civil society.
d) Knowledge of various funding mechanisms, donor requirements, and reporting standards
relevant to the public sector and civil society.
e) Ability to work collaboratively with teams from various backgrounds and levels of expertise,
fostering an inclusive learning environment.
f) Fluency in written and spoken Swahili and English.

Proposal Submission Guidelines
Interested candidates or firms are invited to submit a detailed proposal in the English language, in PDF or MS Word document format that includes:
a) A cover letter explaining interest and relevant qualifications
b) A curriculum vitae (CV) highlighting relevant experience and skills with at least two
references
c) Technical proposed training program with the following:
 Profile of the Consultant/Consultancy
 Proposed Methodology
 Brief of training curricula, contents or key topics
 Proposed timeline for developing and conducting the training.
d) Financial proposal
 A budget breakdown for the consultancy services provided
