The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
UNCDF is a Fund Manager and main implementing partner of the Clean Cooking Solutions Project (the “Cook Fund”), which is a key component of the Integrated Approach to Sustainable Cooking Solutions Programme in Tanzania, established by the Government of Tanzania in collaboration with the Delegation of European Union (EU). The Cook Fund Project aims to reduce climate change impact by increasing the proportion of the population using clean cooking solutions in Tanzania.
Under this context, UNCDF is looking to hire an experienced Monitoring & Evaluation (M&E) Analyst who will be responsible for ensuring that the Cook Fund M&E system is operational and meets the requirements and standards of the European Union, UNCDF and the Government of Tanzania. The CookFund provides performance-based grants to the private sector hence evidence-based programming approach is key to the project.
The Monitoring and Evaluation Analyst will work under the direct supervision of the Chief Technical Advisor, and secondary supervision and close collaboration with the Project Finance Specialist of the CookFund Project. The position is based in Dar es Salaam, Tanzania. The key competencies will include but not limited to demonstrated ability to liaise and negotiate with government, development partners, key project implementers, and private sector operators. The position also requires ability to perform a variety of conceptual analyses necessary for the formulation, administration and evaluation of programme. An excellent analytical skill, ability to work in a team and good interpersonal skills are critical.
Duties and Responsibilities
1. Lead in establishment of performance measurement criteria and operationalization of the Project M&E System, including development and operationalization of the M&E Plan, Results Framework and Data Quality Assurance Plan.
Lead the development and functioning of the Project specific Monitoring and Evaluation System in consultation within the Project team and UNCDF PMSU team.
Based on the M&E System, develop and implement the M&E Plan and Results Framework to be used in monitoring process and reporting. This includes development of output, outcome and impact level indicators for Cook Fund progress monitoring.
Ensure effective functioning of Data collection system and Project Database, including development of appropriate visuals that inform reporting and decision making.
Ensure effective mainstreaming and implementation of data verification and data quality measurement using both internal and independent processes. Data verification and quality measurement is a continuous process and should be part of Annual Reporting to the European Union and UNCDF.
Coordinate research and knowledge management activities of the Project and lead the process of dissemination and implementation of findings and recommendations.
Support baseline data analysis and preparation of basic information necessary Project structuring.
Manage and monitor Project implementation of the grantees and provide regular (monthly and quarterly) alerts on levels of progress and risks to ensure effective implementation and reporting.

2. Analyze, monitor data and produce reports that show progress in achievement of outputs and outcomes including reasons for not achieving results and recommendations for improvement.
Develop key indicators, including collecting baseline information and analyzing performance of different clean energy solutions.
Take lead in the development and/or modification of monitoring tools, data collection tools (digital and paper based), guidelines, templates, and other tools to ensure continuous reporting and provision of information from monitoring data.
Lead the process of design and dissemination of research findings and suggest avenues and modalities for implementation recommendations;
Contribute to the design and implementation of various evaluation studies i.e. Baseline, Mid-term Reviews (MTRs), and summative and Impact evaluations.
Coordinate quarterly and annual reporting (financial and narrative) by UNCDF and key implementing partners/responsible parties of the Project. Reporting should be done in consistent with M&E Plan, Results Framework and Contribution Agreement.
Undertake other duties as might be assigned by the Chief Technical Advisor and Cook Fund Project Manager.
3. Guide and support in Project management, coordination and effective implementation of the governance structure and ensure availability of performance information for decision-making and resource allocation.
Lead the development of workplans and budget and ensure regular monitoring and tracking of planned activities.
Work closely with the Project Finance Associate in budget development and monthly analysis of burn rate and budget variance.
Organize and coordinate joint outreach activities with a variety of partners, including Government Officials, EU, and implementing partners.
Coordinate research activities by all Project partners and ensure effective consolidation and dissemination of key findings. The M&E Analyst will suggest avenues and modalities for implementation recommendations and dissemination of findings to the public.
Ensure the delivery of key results is well documented for timely decision making by UNCDF, EU, and the Government of Tanzania.
Support and ensure timely delivery of Cook Fund certification programs.
Design a monitoring tool for UNCDF Resource mobilization efforts towards the Clean Cooking Solutions and regularly provide progress reports on this aspect.
Design monitoring tools to support easy identification of impacts of business development services (BDS) provided through various level business growth and to different segments of business operators.
Ensure timely planning and reporting by Project responsible parties in accordance with EU and UNCDF Contribution Agreement and other implementation Agreements.
Provide regular feedback and updates to the Management and Governance bodies on the Project performance, risks and challenges.
4. Facilitate knowledge and capacity building and knowledge sharing and advocacy relevant to the assigned thematic area(s).
Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues.
Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge.
5. Ensure effective implementation of the CookFund Communication and Visibility Plan, and Stakeholder Engagement Plan.
Ensure and coordinate Project knowledge generation and dissemination, including support to documentation and development of case studies, success stories, lessons, briefs, and grantee impacts.
Ensure the delivery of the key results are well documented for timely decision making, learning and improvement by the Project.
Support and ensure the implementation of the Cook Fund stakeholder mobilization and engagement plan and coordinate outreach activities with a variety of stakeholders.
Provide specialist inputs in facilitation of knowledge transfer, training, and development of capacities of implementing partners and other stakeholders.
Ensure capacity building and strengthening of the Project team and partners on monitoring and evaluation.
The incumbent performs other duties within their functional profile as deemed necessary for efficient functioning of the Office and the Organization.
Institutional Arrangement
The M&E Analyst will work under the guidance and direct supervision of the Chief Technical Advisor, with a secondary supervision of the Project Finance Specialist who leads the day-to-day management of the CookFund.

Required Skills and Experience
Education:
An advanced university degree (master’s degree or equivalent ) in Demography, Renewable Energy; Enterprise Development, Agribusiness, Rural and Urban Finance and Development, or Business Administration is required.
A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in design and implementation of M&E in development projects implemented by National/International bodies is required.
Desired skills:
Experience in project management and implementation is desired;
Experience in designing , monitoring, and evaluating activities in line with best practice Results-Based Management (RBM) frameworks to align with UNCDF/UNDP internal strategies and donor is desired;
Well trained and expertise in monitoring and evaluation streams of work and knowledge, statistics, research work and programmatic experience in specific sectors such renewable energy, climate change, public policies, investment, etc is desired;
Experience in working within local contexts, respecting cultural practices while ensuring program compliance and performance is desired;
Demonstrated ability to work across stakeholders, including government partners, donors and other development partners, national institutions, and other key actors for effective Project implementation and follow-up is desired;

Language:
Fluency in English and Swahili is required.
Professional Certificates:
