Job summary
The MEL and Data Use Officer will be responsible for the implementation and overseeing the Monitoring, Evaluation, and Learning activities that track, assess, and improve program performance and continuously learn from its activities and adapt strategies based on evidence. In addition to that, s/he will also be responsible for leading data analytics in the USAID Usalama wa Afya Duniani project and use results to improve data quality for evidence-based decision-making and uncover the optimization opportunities at facility, district, and regional levels.
Key Responsibilities:
Monitoring, Evaluation, and Learning
- Build the capacity and provide continuous mentorship to health facility and R/CHMTs on the use of HMIS tools, proper data management and use of data to support decision making at health facility, district and regional level.
- Take lead in data capturing and reporting using monitoring (HMIS) tools to track program indicators as per Monitoring and Evaluation framework and program results matrix.
- Conduct quarterly data review meetings with R/CHMTs, key stakeholders and health facility staff to identify gaps for improvement, share best practices for learning and promote a culture of data use for evidence-based decision making.
- Participate in preparing monthly, quarterly and annual program performance reports as per USAID and CIHEB-Tanzania requirements.
- Conduct training sessions, workshops, meetings, and other capacity-building initiatives to empower teams at facility, district and regional level with the necessary skills and knowledge to engage in effective monitoring and evaluation activities.
- Implement strategies to enhance monitoring, evaluation, feedback, and learning practices across different levels (facility, district & region) in the USAID Usalama wa Afya Duniani project
- Support program team to document, disseminate lessons learnt, and best practices.
Data Demand and Information Use:
- Support and maintain reporting and data automation systems, dashboards, and project performance metrics along the USAID Usalama wa Afya Duniani project.
- Use advanced data modelling and analysis techniques to identify gaps, trends, patterns that will guide strategic decisions and uncover optimization opportunities.
- Develop and implement data quality controls, data quality assurance and standards to ensure analytics results meet the standards and organizational expectations for high quality data.
- Lead the capacity building of staff at facility, district, and regional level to effectively demand and use quality data for improved evidence-based decision making.
- Strengthen use of data visualization and analytics results, at program, region, district and facility level to improve program performance, data quality and promote data use.
- Work closely with cross-functional teams to understand their data needs and provide analytics solutions to address specific program challenges.
- Work together with the M&E Manager to continuously review the quality and timeliness of data for the project’s priority indicators
- Perform any additional duties as assigned through supervision.
Qualifications and Requirements:
- Degree in monitoring and evaluation, computer science, Health Informatics, Information Technology, Social Sciences or a related field.
- At least 5 years of experience in implementing monitoring, Evaluation and learning activities, analytics and data visualization for health-related projects.
- Experience in designing and/or implementing monitoring and evaluation frameworks.
- Experience in using HMIS and digital data collection applications.
Skills:
- Monitoring and Evaluation: Familiarity with various monitoring and evaluation tools such as DHIS2, Laboratory information systems, surveillance systems etc.
- Data analysis: Proficient in data analysis using tools such as STATA, SPSS, or other statistical software. Ability to interpret and present data in a clear and meaningful way.
- Data visualization: Experience in using various tools such as: Power-BI, Excel, QGIS or other related tools.
- Project Management: Ability to manage multiple tasks and meet deadlines
- Communication Skills: Excellent written and verbal communication skills
