We are currently seeking qualified candidates for the position of Director of Finance and Administration for the anticipated USAID Tanzania Foundational Skills Activity. This position will be based in Dar es Salaam or Dodoma, Tanzania and is contingent on funder award of the project to FHI 360 and funder approval of the selected applicant in the position

 

Project Description:

USAID Tanzania is planning a foundational skills activity to follow its (USAID’s) current Jifunze Uelewe project. No public information is available about this new activity yet; however, we expect it will focus on early grade reading, math and social-emotional skills, teacher professional development, local systems strengthening and community engagement. We anticipate a 4 to 5- year activity in the $25-50M range.

 

Position Description:

The Director of Finance and Administration (DFA) is responsible for supporting the Chief of Party (COP) in staff, operational, and financial management. In close coordination with the COP, the DFA will oversee administrative, operational, finance, and HR teams and will be responsible for effective utilization of resources including staff with a diverse range of capabilities. Additionally, they will provide operational oversight on financial and human resources management, efficient procurement and logistical services, contracts and grants, asset management, ICT, general administration, and will lead efforts to ensure compliance with all applicable regulations as well as timely and effective delivery of program activities.

 

Job Summary/Responsibilities

  • Coordinates closely with COP to lead financial and contractual aspects of the project
  • Implements and enhance internal organizational and financial processes
  • Ensures compliance with USAID and Government of Tanzania rules, regulations and policies regarding contracts and grants, procurements, financial management, etc.
  • Manages the planning and implementation of field activities, including oversight of budgets, grants, operational plans, reporting, and procedural and financial compliance
  • Ensures efficient management and utilization of resources in accordance with applicable FHI 360 and US Government policies and procedures
  • Collaborates with FHI 360’s country, regional and headquarters staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations
  • Contributes to timely and accurate reporting
  • Recruits, hires, and supervises the activities and professional development of operations/finance staff and consultants

 

Required Qualifications

  • CPA, ACA, ICAN, CIMA, CFE or other similar, relevant professional qualification is required
  • Bachelor’s degree (or equivalent) in accounting, finance, business administration, social sciences, or related field; master’s degree in accounting, finance, business administration, social sciences or related field.
  • Minimum of 12 years of progressively responsible operational and financial management experience in support of large-scale international development programs, with five years or more in leadership positions; experience with USAID-funded projects strongly preferred
  • Demonstrated skills in budgeting, financial analysis and management, policies and procedures development and oversight, planning, project management, consultation and negotiation, and problem-solving; ability to coordinate legal, tax and social issues
  • Ability to build positive working relationships with local communities, government officials, and donor representatives
  • Ability to build the capacity of staff and local partners
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines
  • Ability to manage tight deadlines and deliver high volume/high quality work with minimal supervision, including reports to donors
  • Experience in the education sector in Tanzania or the region preferred
  • Mastery in Excel, Word, GFAS or any other accounting software
  • Oral and written fluency required in English
  • Oral and written fluency preferred in Kiswahili
