The Agriculture and Food team in the Southern and Eastern Africa (AFE) Region is organized in two teams (SAEA2 and SAEA3) under the umbrella of AFE Planet Department that also incorporates water, environment, and social teams. SAEA3’s work program covers three of the six Country Management Units that comprise the AFE Region and is led by a Practice Manager. The team consists of 25 staff (15 of whom are based in Country Offices). The focus of the team’s work going forward is on the future of agri-food systems, including inclusiveness, diversification of economies, jobs, food security and increased productivity, agriculture policies, agricultural competitiveness and linking farmers to markets, leveraging the private sector, climate-smart agriculture, digital agriculture, financial innovation, resilience, and fragility and conflict, as well as the broader sustainable development agenda.

Duties & Accountabilities:

The World Bank Group is recruiting a Senior Agriculture Economist/Specialist based in Dar es Salaam, Tanzania. The Senior Agriculture Economist/Specialist will report to the SAEA3 Practice Manager and support the delivery of the unit’s work program, assurance of quality, interaction with internal and external clients, including the private sector, staff development and partnerships for Tanzania and other countries in the CMU. The Senior Agriculture Economist/Specialist will cooperate and work closely with the SAEA3 Sr. Agriculture Economist and the relevant Program Leader, based in Dar es Salaam.

The primary responsibility of the Senior Agriculture Economist/Specialist will be to provide technical and strategic support to the development and implementation of SAEA3’s work program in Tanzania with a focus on the ongoing program and dialogue, supporting the broader agriculture engagement in Tanzania, including the preparation of new lending as well as analytical and policy engagement and dialogue on the national and regional level, supporting other AFE Planet Department activities, leading analytical work and dialogue, leading or co-leading operational lending engagements, contributing to the broader country unit’s policy dialogue as may be required, and leading or contributing selectively to SAEA3’s work program beyond Tanzania. In doing so, s/he will work closely within the SAEA3 team and with the respective Country Management Teams and the Planet Program Leader.

Her/his responsibilities will include, but will not be limited, to the following:

Support the design and implementation of analytical, lending, and advisory work on agriculture-related issues.
Lead activities as task team leader or as core team member, both in agriculture operations and to some extent in the AFE Planet Department portfolio, assuring quality in all stages of the project cycle (identification, preparation, appraisal, supervision, and completion).
Analyze, review and process operational documents related to lending preparation and coordinating across WBG teams to assure timely completion of quality project packages.
Provide research and analytical support for drafting policy notes related to agriculture and associated policies. In addition, s/he is expected to independently review relevant documentation, assemble and analyze data, and contribute to the knowledge and communication agenda.
Support operational and analytical dialogue related to sustainable development, particularly for sustainable and climate resilient agriculture, linking smallholders to markets and agriculture value chain development to accelerate green competitive agriculture development. Conduct technical review and analysis of client reports and sector reports.
Lead or contribute to policy dialogue and on agricultural and rural development issues and interactions with the client, development partners and other partners and participate in the discussions for developing and implementing sector strategies and assist in country-specific policy and advisory work.
Coordinate and participate in discussions with the Government and project counterparts on agriculture relevant discussions.
Represent the World Bank in local fora involving the community of development partners.
Respond to ad-hoc information requests from internal and external parties.
Work closely with other members of the agriculture team and other task teams within multi-disciplinary missions and actively collaborate in the country dialogue as required.
Work closely with client counterparts, development partners and the Country Management Unit towards development and effective delivery of the agriculture and food sector portfolio.
Selection Criteria

The Senior Agriculture Economist/Specialist will have broad knowledge in the agriculture sector and policies. In addition to meeting the Bank-wide requirements for Grade GG Level position, it is expected that the successful candidate will meet the following selection criteria:

A dynamic, independent and highly organized professional with enthusiasm to further expand/deepen his/her knowledge in the above areas of responsibility and beyond, and an ability to work effectively in a fast-paced, multi-sectoral and multi-cultural environment.
Master’s or PhD in Agricultural Economics, Economics, Agribusiness or in a relevant development discipline.
At least eight years of relevant working experience in areas related to agriculture economics, rural development, and agribusiness.
Familiarity with the WBG’s development initiatives, policies and practices related to lending and non-lending operations.
Strong analytical skills and solid experience in leading policy dialogue on critical issues of relevance for transformation of agricultural and food systems and rural economies.
Understanding of agriculture policies, strategies, institutions, and regulations and experience in and ability to support findings/policy recommendations with relevant technical evidence.
Proven team skills with the ability to function in a demanding, fast-paced, multi-sectoral and multi-cultural environment.
Commitment to teamwork and ability to interact effectively and collegially with peers at all levels and from diverse background.
Excellent interpersonal, problem-solving and team skills with ability to find balanced, pragmatic, and implementable solutions.
Ability to work across various subject areas and multi-disciplinary teams; while being diplomatic and sensitive to cultural, political and gender issues.
Strong communication and writing skills, and ability to interact with the Client’s senior-level decision-makers as well as project technical staff and build relationships.
Ability to frequently travel domestically and regionally.
