REQUEST FOR PROPOSAL (RFP) FOR CONSULTANCY SERVICES TO

CONDUCT PROJECT MIDLINE SURVEY

BACKGROUND

Good Neighbors is an international humanitarian development NGO, founded in Korea in 1991 and currently operates in 40 countries around the world to promote and protect child rights, strengthen global partnerships, and advocate the rights of the most vulnerable in a respectful and effective way. Good Neighbors Mwanza Area Office (GNTZ-MAO) has been present in Tanzania since 2005 and has been complimenting the government efforts in the areas of Health and WASH, Education, Livelihood Enhancement, Sponsorship Service, and Child Protection. 

GNTZ-MAO is implementing a phase II project (2023-2025) titled “Promoting Optimal Growth and Development of School-Age Children Through Building a Healthy Environment on Kome Island” in Buchosa District, Mwanza Region, Tanzania. The project is receiving financial support from the Korea International Cooperation Agency (KOICA) and the Korean Association of Health Promotion (KAHP). The project benefits approximately 16,091 school children from 13 primary schools and surrounding communities on Kome Island. The project is being implemented in collaboration with the Buchosa District Council, Mwanza Region

Presently, GNTZ-MAO invites sealed tenders from consulting firms, research institutes, or academic institutions based in Tanzania to conduct the project midline survey for its phase II project. The objective of this consultancy service is to establish the midline value of the project as defined in the project document/indicators. The results of the midline survey will serve to contribute to the overall realization of the Sustainable Development Goals (SDGs) achievement towards improving health outcomes of school-aged children and communities on Kome Island.

  1. SCOPE OF THE SERVICE

The general objective of the mid-line survey is to assess the achievements of the project by measuring a set of indicators outlined in the chart of project indicators. The mid-line survey will focus on comparing and analyzing the results of the project against the baseline findings.

The specific objectives of the mid-line survey are;

  • To assess the performance of the project by assessing the project’s impacts
  • To assess students’ knowledge, attitudes, and practices related to schistosomiasis, soil-transmitted, nutrition, and WASH.
  • To evaluate/compare the project’s achievements against the baseline findings.
  • To give recommendations and suggest the relevant approach to be undertaken by Good Neighbors Tanzania to support local authorities in their efforts to improve primary healthcare and quality school education.

GNTZ-MAO invites proposals for conducting a project midline survey for the Mwanza Area Office. The request for proposal (RFP) for conducting project midline survey includes the following documents: –

Section I   – Letter of invitation 

Section II – Information to Bidders

Section III – Technical proposal

Section IV – Financial proposal

Section V – Terms of reference 

 

To be eligible for consideration for this proposal, a tenderer should provide in its proposal the documents specified in “Information to Tenderers’’ including the following;

  1. Company profile.
  2. Certified copy of valid Business License issued by the relevant council.
  3. Certified copy of a Certificate Registration issued by the Relevant Authority
  4. Valid and recent Tax Compliance Certificate.
  5. Names and Contacts of at least five (5) Reference Clients.
  6. Bank Statement for the past 12 month, stamped by the Bank.
  7. Audited Reports for two years (2021 and 2022).
  8. Certified copy of proof of Legal Joint Venture (where necessary).
  9. Specimen of EFD receipt with QR code.

Proposals will be open immediately thereafter in the presence of the tenderer who chooses to attend at Good Neighbors Mwanza Area Office at 10:30hrs.
