INTRODUCTION
Amref Health Africa Tanzania is a leading public health organization that is committed to improving the health of people by collaborating with and empowering communities, and strengthening health systems at various levels in Tanzania. Amref Health Africa in Tanzania (Amref Tanzania) is part of the global Amref Health Africa which works in 35 countries. Its existence in Tanzania dates back to 1987 when it was registered as a national NGO in Tanzania with the head office in Dar es Salaam. For more than 35 years since its registration, Amref Tanzania has played a vital and essential role in supporting and facilitating public health initiatives undertaken by the Government of Tanzania through close collaboration with the Ministry of Health (MoH) and the President’s Office Regional Administration and Local Government (PORALG).
Amref Health Africa Tanzania is currently implementing its robust 8 years strategy (2023 – 2030) which aims at catalyzing and driving community-led and people-centered health systems while addressing the social determinants of health. Amref Health Africa-Tanzania is largely supported by Multilateral, Bilateral and National donors, implementing several programmes including HIV/AIDS/TB/Malaria, Reproductive, Maternal, New-born and Child Health, Water and sanitation, e learning programme and clinical outreach. - MAIN PURPOSE:
- To manage country level monitoring and evaluation framework that measures Amref Health Africa Tanzania country programme performance in consistence with Amref Health Africa strategic directions.
- To streamline effective implementation research, impact and learning agendas across the organization that contribute to knowledge management within the organization
- MAIN RESPONSIBILITIES:
- Provide technical backstopping in the monitoring system in all Amref Health Africa areas of operations both programmatic and support functions
- To work with respective Amref Health Africa Tanzania projects M&E leads to ensure projects M&E and information system feeds into the relevant national health-related information system and Amref Health Africa Tanzania strategic plan as per identified indicators.
- Develop, manage and coordinate effective and efficient county-level results-based monitoring and evaluation system for Amref Health Africa Tanzania
- Provide standard guide and support to technical and M&E staff in developing objective, practical and specific performance indicators for results measurements and ensure state-of-the-art M&E system support and its link to corporate Amref Health Africa M&E system.
- Lead the monitoring and evaluation of the Amref Tanzania strategy both programmatic and operational aspects
- Take full charge in identification of strategic information from Amref Health Africa Tanzania interventions, its analysis and packaging for strategic functions as well as aligning with national indicators
- Provide technical leadership in the planning and execution of project and strategy baselines, midlines and endline evaluations and assessments
- Supervise and ensure quality deliverables of all external consultants conducting evaluations, assessment and similar tasks for projects and organization strategy
- Lead and/or provide guidance in the designing and implementation of operational and implementation researches i.e., protocol writing, data collection and analysis, write-ups and submission to peer-reviewed journals
- Coordinate submission and dissemination of abstracts in local and international conferences
- Plan and conduct dissemination meetings with different stakeholders including government, donors, and partner organizations to share researches findings
- Establish and maintain collaborations with local and international universities and research institutions.
- Coordinate the documentation of knowledge products e.g. best practices and success stories across Amref Health Africa for internal and external dissemination and use
- Ensure the implementation of the organization learning agenda
- Work with the Director of Programs (DOP) to manage the donor, board and other reporting requirements and ensure quality reports to all stakeholders
- Support the management to identify resources to expand the research and consultancy portfolio within the organization
- Actively participate in proposal writing processes ensuring quality of M&E frameworks and plans of proposals submitted for funding
- REQUIRED QUALIFICATIONS
Education and Knowledge
- Master’s degree in Public Health; Project Management, Monitoring and Evaluation Economics; Biostatics; Epidemiology or related field
- A medical degree is an added advantage Relevant professional qualification preferred.
Required experience
- At least ten (10) years of experience in monitoring, evaluation and research systems and processes and informational management at organization strategic level.
- More than 5 years of supervisory experience
- Knowledge and proven experience in technical leadership, strategy development, and staff oversight.
- Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders.
- Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.
- Ability to listen, communicate and work collaboratively across the spectrum of teams involved: program teams, support units and monitoring and evaluation unit
- Facilitatory skills as opposed to top down approach to support program and support functions
- Excellent analytical and report writing skills
- Fluency in English with strong oral and written communication.
