Job Title: Technical Advisor I – Collaboration Learning Adaptation Reports to:   Senior Technical Advisor- HSS/CB

CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. 

 

Country Background

CRS in Tanzania works in very close collaboration with the catholic Churches and implements programs through both Churches and secular local partners. CRS has been helping poor, vulnerable families improve their lives through orphans and vulnerable children, agriculture, health, microfinance and WASH programming in Tanzania since 1962. 

 

Project Summary:

Comprehensive Child-Centered Care and Services (C4S) is an above-site technical assistance project funded by PEPFAR through USAID to Improve the health status of pregnant and breastfeeding women, HIV-exposed infants, children, and adolescents living with HIV in Tanzania through increased access to quality comprehensive child-centered healthcare and support. Led by CSSC in partnership with CRS and Afya Plus, C4S will support the provision of PMTCT and pediatric services using a family-centered approach to address the immediate HIV and TB needs preventing Tanzania from achieving equitable epidemic control, amidst evolving pediatric COVID-19 needs. C4S will achieve this through the providing of technical assistance to health facilities to increase access to quality comprehensive child-centered health services; strengthening national policies and systems to improve C/ALHIV outcomes; and Sustaining quality HIV and TB services to C/ALHIV at pediatric centers of excellence. C4S strongly builds on existing relationships to leverage the available resources in collaboration with the MoH and Implementing partners for the 11 USAID-supported regions. 

 

Job Responsibilities:

 

  • Implement effective learning activities, scope and implement appropriate and effective knowledge capture and sharing activities.
  • Document and publish reports, highlight success stories to communicate program impact/overall results.
  • Strategically disseminate findings, knowledge and guidance through various avenues, including but not limited to communities of practice, virtual or on-site workshops, conferences, and webinars, at global, regional or country-specific levels.
  • Lead and support learning events, conduct research, produce resources and guidance, and facilitate ongoing content development and engagement.
  • Design and develop web-based tools or applications that allow stakeholders to explore data and evidence relevant to USAID/USG and PEPFAR programming.
  • Systematic, standard-format analyses and documentation of characteristics, costs, and outcomes associated with USAID-supported programs.
  • Document and share learning – ensure requirements, lessons learned, and best practices for products, events, and other knowledge management activities are clear and documented.
  • Support routine communication with USAID missions and other stakeholders on activity, evaluation, cost, and other reporting requirements and guidelines.
  • Think outside the box – identify and share more creative, efficient, and effective ways to engage audiences and facilitate sharing and collaboration.
  • Serve as project technical lead on all matters related to knowledge management.
  • Be responsible for work planning and reporting.
  • Manage and oversee Knowledge Management support staff and short-term technical assistance.

 

 

Qualifications:

  • Minimum 5+ years of professional experience in international development, adult learning, capacity building, and/or Learning Advisory-related roles.
  • Multifaceted facilitation skills, including with multicultural audiences, particularly related to programmatic and organizational learning.
  • Experience designing learning agendas and learning questions and strategic approaches to answer them for continuous improvement.
  • Experience working with partners at different levels, virtually, and across different time zones.
  • Excellent partner management track record. Experience supporting organizational development/change processes will be considered a significant advantage.
  • Strong analytical skills to support both qualitative and quantitative research.
  • Understanding of and experience with Collaborating, Learning, and Adapting approaches.
  • Strong management, coordination, teamwork, and planning skills and demonstrated ability to work well with multiple in-country counterparts.
  • Excellent oral/written communication skills in English.
  • High standards of integrity, professionalism, and creative problem solving.
  • (Preferred) Understanding of USAID processes and experience with leading training for USAID audiences.

Required Languages – English and Swahili.

 

Travel – Must be willing and able to travel up to 50%.

  • Good strategic, analytical, problem-solving, and systems thinking skills with the capacity to see the big picture and the ability to make sound judgment.
  • Presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful, and results-oriented

 

Preferred Qualifications

  • Excellent report writing skills.
  • Exceptional knowledge and experience in identifying and documenting best practices.
  • Ability in Microsoft Office Publisher, Word, PowerPoint, Excel, and Outlook.

Internal – CM, MEAL Manager, Senior Technical Advisor HSSCB, Head of Finance, HR and SCM, Field Office Manager, WASH Advisor, EARO DRD PQ, EARO Regional TAs 

External – Implementing partners, Local authorities (at ministry level and LGA), Local donor representatives including program and technical sector staff.
