The Position:

Job Title: Monitoring and Evaluation Programme Specialist, NOC, Dar Es Salaam, Tanzania

The Planning, Monitoring and Evaluation (PME) Specialist position will be located in UNFPA Dar es Salaam Country Office (CO). Under the overall supervision of Country Representative, and direct supervision of the Deputy Representative, the PME Specialist works closely with the Assistant representative, Team/Unit Leads as well as the operations, technical and programme officers in the Country Office.

Job Purpose:

The primary roles focus on results based planning, monitoring and evaluation of UNFPA Country Programme and the quality of delivery of the programme and its results in the areas of sexual and reproductive health and rights more broadly, but maternal health, family planning, gender based violence and harmful practices and affirmative action on populations left behind: youth, persons with disability, urban poor, refugees, HIV key and vulnerable populations, etc. The incumbent will advise on the overall strategic results based planning, management, monitoring and evaluation of the Country Programme and Country Office operations, establish and maintain planning, monitoring and evaluation systems and tools for the CP and Country office performance. The Position will support UNFPA technical assistance and reporting in work within the UN system as well as with related government coordination and technical consultation structures as they relate to planning, monitoring and evaluation functions.

You would be responsible for:

A. Quality Assurance on Planning, Monitoring, Reporting and Evaluation:

  • Oversee results-based planning, monitoring results documentation and reporting; and use of results-based indicators under the guidance of management. 
  • Monitor and refine development of frameworks, methodologies and databases for the CPD, UNSDCF, ICPD, SDGs and other reportings/monitoring; 
  • Compile and analyze data on project indicators and indicator databases and inform the management; and present to staff on a regular basis; 
  • Maintain and update the Country Office’s Overall PME Plan and advise on its effective implementation. 
  • Manage the planning, monitoring and evaluation work of the Country Programme and advise country level processes such as budget allocation system; work plan DocuSign Envelope ID: 66E74269-8BE7-4672-A69B-AE8826F41D66 Planning, Monitoring and Evaluation Specialist – November 2022 2 development; compilation of Strategic Information System planning, monitoring and reporting; reporting in UNINFO, and other national, UN and UNFPA reporting and as may be directed by the Country Representative; coordinate evaluations management responses and reporting in TeamCentral 
  • Lead the knowledge management on PME, by ensuring that outcomes of PME activities are properly documented, distributed and discussed.
  • Manage project specific and CP evaluations and ensure compliance to office management audit and its recommendations. 
  • Coordinate country office annual report for publishing to the website and sharing with partners to demonstrate the country office performance

B. Strategic Planning and Programme Management Service:

  •  Advise management on strategic planning and programme/project management policies and procedures. 
  • Design and implement the annual target setting and ensure accurate inputs to the end- year. 
  • Coordinate UNFPA inputs for the preparation of the UN Common Country Analysis and UNSDCF, as well as coordinate input into UNSDCF annual reporting and evaluation. 
  • Coordinate UNFPA commitments in support of the United Republic of Tanzania Medium Term Expenditure Framework (MTEF) 
  • Lead the Organization of the annual review of the UNFPA Country Programme with the Government and partners 
  • Coordinate field monitoring visits and compilation of reports for feedback to partners and internal discussion for management actions 
  • Coordinate processes for SIS quarterly and annual planning, reporting and reviews  Coordinate regular reviews the CP with IPs and partners, including mid-term reviews and evaluations. 
  • Engage in sector working groups related to national planning, monitoring and evaluation 
  • Support development of project proposals with focus on theory of change, logical framework and results based focus. 
  • Support review of project reports to ensure alignment with project logframe and performance management matrix

C. Results-based management and Capacity Development:

  • Advise management on areas to strengthen programme/project management capacities of UNFPA and its Implementing Partners; 
  • Guide the programme Units in preparing work plans in the right format with narratives and SMARTER indicators, targets and baselines. 
  •  Lead training to UNFPA project staff serving on UNFPA/Joint UNSDCF-supported projects on results-based project management and results reporting. 
  • Coordinate the training of UNFPA staff and IPs on policies and procedures related to IP management, work planning, GPS, SIS reporting, monitoring and evaluation and RBM. 
  • Lead specific and hands-on training and learning sessions for UNFPA staff on RBM, for the maximum and optimal use of the available RBM and Strategic Information Systems tools. 
  • Provide technical support to the Operations Team with Project Assurance activities e.g. Spot Checks and IP Capacity Assessment. 
  • Coordinate UNFPA inputs into UNSDCF Action Plan mid-year and annual reviews and in One UN Report. 
  • Coordinate baseline surveys, mid-term reviews and evaluation of specific projects or thematic areas, and the country programme in general

D. Other:

  • Any other activities/responsibilities as assigned by the UNFPA Representative and Deputy Representative.

Work Relations

 A) Working in teams: 

Internal partners include, the Country Representative, Deputy Representative, Assistant Representative, Unit Leads/Heads, Programme Officers, Operations and Finance Team, Regional Monitoring and Evaluation Adviser; technical and programme staff in the country office in promoting knowledge sharing; building capacity; and establishing effective functional links for the exchange of lessons learned in planning, monitoring and evaluation. Ensures the adequacy and quality of planning, monitoring and evaluation processes in substantive work. External partners include related sectors, Implementing Partners of the Country Programme, Regional M& Adviser, UN entities. 

B) Communicating information and ideas:

 Delivers oral and written information in a timely, effective and easily understood manner. Participates in meetings and group discussions actively listening and sharing information. Frankly express ideas with the intent to resolve issues, considers what others have to say and responds appropriately to criticism.

Qualifications and Experience: 

  • 5 – 7 years of increasingly responsible professional experience, of which seven years in development, health and/or social sciences planning, monitoring and evaluation.
     

Education:  
Post-graduate University Degree or equivalent in public health, demography, statistics, economics, social science, international relations, international development, public administration, management or other related field.

Knowledge and Experience: 

  •  Recognized expertise in planning, monitoring and evaluation with strong track record of innovative work in monitoring and evaluations, and proven ability to produce demonstrable results; 
  • Field experience is a strong asset including in humanitarian settings. 
  • Experience in working with the United Nations with regards to programme management and other stakeholders in the public and private sector. 
  • Experience in conducting project assurance activities such as capacity assessments, spot checks, field monitoring, etc. is critical

Languages: 

Excellent writing and oral skills in English and Kiswahili; knowledge of another UN language is an asset.

Computer Skills:

Experience in the usage of computers and office software packages (Word., Excel, PowerPoint, etc.) and experience in handling of web based management systems. Proficiency in UNFPA tools for managing programme and finances.
