Duties

 

Technical Expertise (30%)

Job holder is the principal public health technical analyst and advisor to the Associate Director of Programs and senior leadership at CDC Tanzania in developing and formulating new programs and initiatives that are aligned with PEPFAR public health program goals, objectives, and policies. This includes leading strategic planning, project development and drafting of the branch-specific agency input into the technical areas of the Country Operational Plan (COP) for PEPFAR. Incumbent serves as a public health expert technical advisor for the development, implementation, and monitoring of USG-supported HIV treatment activities in by taking the lead role in clinical services initiatives. Job holder is the key clinical services program technical advisor to the host country ministry of health, partners, and non-governmental organizations (NGOs) in the implementation of clinical services programs and activities funded by PEPFAR, as well as partners funded by the government or Global Fund, as indicated. Job holder provides technical evaluation of assigned proposals for treatment programs of PEPFAR partners, working with representatives to make sure that most the current treatment protocols are included and recommends amendments/approval to the Country Director. The annual budget for HIV clinical services programs in Tanzania in fiscal year 2022/2023 was approximately $ 90 million. 

Program and Partner Management (20%)
Job holder ensures that program requirements of the grants, contracts and/or cooperative agreements are correctly followed and according to USG and international HIV program standards for health care delivery services. Independently or in coordination with other experts, the job holder prepares and presents comprehensive program reviews to include recommendations on curtailing or expanding programs and program effectiveness.
Job holder is the key Clinical Services Program-Lead to the host country ministry of health, partners, and non-governmental organizations (NGOs) through at least three PEPFAR grants/cooperative agreements and contracts, as well as partners funded by the government or Global Fund, as indicated.
Incumbent coordinates and participates in technical reviews of partner project submissions and funding allocation during the review and development process. Serves as principal advisor to the Associate Director of Programs in the preparation of technical analysis/assessments to identify areas for technical support and improved implementation. Once grants, contracts and/or cooperative agreements are in place, the job holder participates with implementing partners in the development of work plans for implementation of activities.

External Stakeholder Coordination (20%)
The primary work of the branch is to promote evidence-based strategies on HIV clinical services programs and implement, monitor, and evaluate these programs that are supported and managed by CDC Tanzania staff or by implementing partners in order to directly improve health care delivery services and prevent illness and death. Working closely with other health professionals of the branch, job holder takes the lead in managing the life cycle of clinical services PEPFAR programs for which the branch is responsible. This requires close cooperation with the Tanzania Ministry of Health, PO-RALG, TACAIDS, implementing and/or cooperative agreement partners, facilitation during implementation, frequent monitoring and, in liaison with the Strategic Information staff, evaluating partner performance against desired results that are in accordance with standard guidelines and protocols. The job holder is expected to establish and maintain strong professional relationships with all government stakeholders in order to advance CDC and PEPFAR priorities related to HIV and TB prevention and treatment. 

Interagency Coordination (15%)
Incumbent represents CDC-Tanzania Clinical Services Branch at technical, policy and strategic planning meetings, including high-stake meetings with collaborators and donor agencies. Sits on numerous ad hoc PEPFAR working groups; in turn, serves as rotating lead or co-lead of PEPFAR inter-agency technical team (ITTs) to ensure coordination of work plan development, implementation strategies, and evaluation plans for all CDC clinical services activities in Tanzania Job holder communicates to supervisor and colleagues, both orally and in writing, the recommendations, and results of meetings.
For specific CDC-Tanzania programs, job holder serves as the primary liaison between the HQ-based technical working group (TWG) and in-country TWGs on HIV issues as well ITTs. 

Administrative Management (15%)
